Harry is puzzled by the sudden death of CIA boss Samuel Walker. Harry is convinced that he did not commit suicide and when another CIA agent dies he begins to think that the deaths have something to do with the power meeting that is being held in Basel. Ros is surprised when her old mentor, Jack Coleville, contacts her and it soon becomes apparent he is involved in what has been going on.

Deux agents de la CIA sont tués et la section D est mise à mal par cette affaire. L'équipe se charge de l'enquête, mais bientôt d'autres agents sont retrouvés morts. Comme semblent l'indiquer plusieurs indices, Harry pense qu'il existe un lien entre ces meurtres et la réunion d'agents dissidents qui s'est tenue à Bâle. Jack Coleville, agent du MI-6 à la retraite, prend contact avec Rose. Il vient d'écrire ses mémoires et voudrait avoir l'avis de celle dont il fut le mentor. L'un des chapitres met en cause Harry et le rôle qu'il a tenu à Gibraltar.
