Sipowicz et Clark rejoignent Hatcher, qui vient d'être blessé par un coup de feu. Ce dernier leur explique qu'il poursuivait un suspect quand un homme lui a tiré dessus depuis une fenêtre, juste avant qu'il ne lui tire dessus à son tour. L'homme en question contredit cette version. La victime étant un civil, Sipowicz se voit dans l'obligation d'en parler à son nouveau chef, le lieutenant Gibson, qui doit de son côté rendre des comptes à l'oncle de Hatcher : le chef du personnel...
