When Harm and Mac are called in to investigate an aborted SEAL operation in Afghanistan, Harm accuses a television news reporter accompanying the SEALs for disobeying orders and causing the error. Meanwhile, Lt. Roberts receives his orders and, leaving Harriet and A.J. behind, ships out for a six-month deployment aboard the USS Seahawk.

Quand le journaliste Stuart Dunston de ZNN fait état de la responsabilité de SEALS dans la mort de civils en Afghanistan, l'opinion publique s'émeut. Mais quand Harm et Mac enquêtent, Harm découvre que Dunston pourrait être à l'origine de l'échec de la mission et ressort une loi oubliée qui lui permet de soumettre Dunston à une court martiale pour avoir désobéi aux ordres du commandant des commandos marines.
